Conservation/Recycling/Reuse.

Can Marin once again become a leader in the state for water conservation? You bet we can.

Frank Egger has a conservation/recycling/reuse plan and knows we can reduce our potable water usage by 1/3 and not effect our quality of life. The Central Marin Sanitary Agency’s sewer treatment plant in San Rafael dumps 8-11 million gallons of treated waste water every day into SF bay. No reclaimation, no recycling, no reuse. That water needs to be properly treated and used for non-potable applications. MMWD top ten water users include three golf courses and they should use reclaimed water for irrigation

San Quentin State Prison, Marin’s largest water user, sits just over the hill from the CMSA’s plant. Hundreds of thousands of gallons of water are flushed weekly down SQ’s thousands of toilets. The state needs to retrofit its plumbing system to be able to use reclaimed water to flush those toilets. SQ is scheduled to build a new six-story prison facility and is looking at building a five-story healthcare facility. MMWD must demand that if the state ever builds new facilities, they be double plumbed. If they want our water they must meet our requirements.

Italy is so far ahead of us in water conservation from their high tech toilets, to reusing gray water and rainwater catchment tanks. Marin can take a lesson from the Italians.

Right next to us in Sonoma County, Infineon Raceway at Sears Point has joined the 21st century in conserving water and is not only saving over a million gallons of water a year by using Falcon waterless lavatory technologies but also saving a lot of money. Falcon waterless technologies can be installed in large public and commercial buildings around the county for major water savings.
The owners will also save on water bills. MMWD must reinstate rebates for its customers.

Aside from San Quentin, irrigation is the largest single use of our potable water, 1/3. Falcon waterless technologies also makes gray water systems for single family homes and if elected Frank will push for rebates for Marin residents who install these water saving devices for yard irrigation.

Large landscaped areas should be irrigated with reclaimed water. It means investing in double piping and moving reclaimed water around for irrigation.

MMWD needs to be helping our cities, towns and school districts meet their water conservation goals. We can do the same for home owners and rather than adding new penalties to them for high water use, we need to help them reduce their usage. I.E. High tech moisture sensing systems can be installed. Ever see the sprinklers on a ballfield going on a rainy day? We can not only save water but save our customers money.

Four years ago I proposed dredging/excavating our 7 reservoirs to return them to their orignal capacity adding 7% in storage. This can be accomplished over a number of years emptying them down into the next one at a time. Alpine and Kent can be dredged.

Countries such as Italy, Japan, Sweden and Australia are way ahead of us just in double flush toilet technology. We can make the same conversions right here in Marin and save millions of gallons of water a year in flushing. We must adopt a sustainable water plan and invest a fraction of the costs of a desal plant into conservation, recycling and reuse.
